Create an Apple Account: Fix Phone Verification and Missing Codes

Apple Account creation can stop with Phone Number Verification Failed, a delayed code, or a temporary account-creation error. The message alone does not identify whether the cause is the number format, carrier delivery, an account security limit, network conditions, or an Apple service issue.

When the OTP simply will not arrive on your own number, the setup wizard still offers a way through: create the account with a temporary US or Canada number, finish the iPhone setup without verification, then switch the account to your real number from iCloud settings. This guide walks through that exact sequence and shows where to re-enable Find My so the account does not get stuck on a throwaway number.

Before you start: The temporary number is only a routing step, never a recovery number. Complete steps 9-10 to attach and verify your personal number, and do not leave Find My off longer than necessary. If Apple is flagging your real number, the cooldown in step 12 is the safest way to finish the process.

Why Apple ID Phone Verification Fails Regionally

Apple requires two-factor authentication (2FA) for every modern Apple Account. During account creation, Apple sends a short-message-service (SMS) verification code to validate the user’s geographic carrier.

What You Need Before You Start

  • An iPhone or iPad that reaches the Apps & Data screen in Setup Assistant.
  • A stable Wi-Fi connection.
  • A temporary US (+1) or Canada (+1) number from the generator in step 4.
  • Your personal mobile number, switched on and able to receive SMS.
  • Patience: if your number is flagged, step 12 can take up to 10 days.

Step-by-Step: Create an Apple ID With a US/Canada Number

Follow the steps in order. Steps 1-4 happen in the setup wizard, and the number generator sits exactly where Apple asks for the phone number.

  1. Erase all content and settings. On the iPhone go to Settings > General > Transfer or Reset iPhone > Erase All Content and Settings. This returns the device to the Setup Assistant so the account can be created from a clean state.

  2. Create a new Apple ID in the setup wizard. Power on, choose your language and region, connect to Wi-Fi, and on the Apps & Data screen tap Don’t Transfer Apps & Data. When the Apple ID screen appears, tap Forgot password or don’t have an Apple ID?, then Create a Free Apple ID.

  3. Tap “I Don’t Have an Email Address”. Let iOS create a free @icloud.com address for the account, then enter your name and date of birth. Using the built-in iCloud address avoids a separate email confirmation step.

  4. Critical: when the wizard asks for a phone number, use a USA or Canada number. Change the country code to United States (+1) or Canada (+1) and enter the number generated by the tool below. Do not enter your real number at this stage — a flagged local number is what usually triggers the failed verification loop.

  1. Skip the OTP with "Verify Later". Apple will send a code to the temporary number, which you cannot receive. Tap Didn't receive a code? (or Did not receive an OTP) and choose Verify Later from the options list. If the option is hidden, update iOS and repeat step 4 with a fresh number.
  2. Finish the iPhone setup without number verification. Continue through the remaining Setup Assistant screens until you reach the home screen. The Apple ID now exists, but it is still tied to the temporary number.
  3. Open Settings and tap your iCloud account. At the top of Settings, tap your name and Apple ID profile picture to open the account page.
  4. Critical: turn off Find My iPhone immediately. Go to Find My > Find My iPhone and switch it off, confirming with the Apple ID password. Do this before you get locked out on the temporary number. Do not add the account to iCloud data until your real number is verified.
  5. Verify a different number. In the account page go to Sign-In & Security > Phone Numbers, tap Verify a Different Number (or Add a Trusted Phone Number), select your real country, enter your personal mobile number, and type the OTP Apple sends to it.
  6. Remove the temporary number. Return to Sign-In & Security > Phone Numbers (two-factor authentication settings), tap the temporary US/CA number, and choose Remove Phone Number. Your personal number should be the only trusted number left.
  7. Set up and test the App Store. Open the App Store, sign in with the new Apple ID, and download a free app. Then open iCloud, check that the account syncs, and confirm that the account page no longer shows the temporary number.
  8. Re-enable Find My and finish. If everything in step 11 works and your real number receives codes, turn Find My iPhone back on and keep the account. If OTPs still fail or you get a verification error, leave Find My off, keep the ID as it is, and wait 10 days — this is the cooldown period for a flagged number. After 10 days, verify your personal number again and remove the temporary number.

Troubleshooting Common Verification Issues

  • “Verify Later” is not shown: Older iOS builds and some account flows hide it. Update the device, erase it again, and use a fresh US or Canada number.
  • The temporary number is rejected: Request another number from the widget and retry step 4. Do not reuse the same number across several accounts.
  • Email verification failure: Check spam or junk for Apple’s iCloud email verification link before continuing.
  • iCloud account grayed out: Disable Screen Time restrictions under Settings > Screen Time before opening iCloud settings.
  • Find My cannot be turned off: Confirm you are using the same Apple ID, and turn the device passcode off temporarily before retrying.
  • OTP still not received after 10 days: Contact your carrier to confirm your line can receive short codes from Apple, then retry step 9.
