Pixel 6 IMEI 0000 on Android 16: Diagnostic and Recovery Limits
A Pixel 6, 6 Pro, or 6a that shows zeros or no value for *#06# has an identity-read failure. That symptom alone does not identify the damaged partition, prove that an Android update caused it, or show that a generated devinfo.img will repair it. Modem firmware, device-specific non-volatile data, a previous partition write, or hardware failure can produce overlapping symptoms.
Only restore the manufacturer-assigned identity belonging to the same physical phone. Do not copy identity or calibration images from another device, invent an identifier, or use this process to evade a blocklist.

Evidence to capture before writing
Record the exact retail model, codename, Android build, security patch, bootloader version, baseband value, active slot, and the event immediately before the failure. Save complete ADB, fastboot, and third-party tool logs. Redact the IMEI and serial before sharing them.
An “Android 16” label is not a test matrix. A support claim needs a precise build on oriole, raven, or bluejay, the exact utility version and hash, the input source, the resulting partition hash, and results after reboot.
Separate the possible failure classes
| Observation | Possible area | Safe next step |
|---|---|---|
| Baseband present, original IMEI readable, no service | SIM, carrier, provisioning, radio state, or hardware | Test a known-good SIM/eSIM and collect radio logs |
| Baseband missing or unknown | Modem firmware or modem initialization | Compare with the model-matched official build |
| IMEI zero or absent | Identity data cannot be read | Stop speculative writes and locate same-device backups |
| Boot warning or loop after a write | Partition or verified-boot mismatch | Preserve output and restore the exact official build |
| Tool reports success but symptom remains | Tool completion did not prove repair | Compare before/after state and full logs |
Use official tools for the software baseline
Install current Android SDK Platform Tools. Use Google’s factory images only for the exact model and build. Bootloader unlocking erases user data. Do not downgrade across an anti-rollback boundary, and do not relock until a complete stock image boots and passes verification.
Flashing a model-matched official radio can restore an accidentally mismatched radio image; it cannot recreate undocumented, device-specific calibration or identity data. Preserve every original backup before any write.
Evaluating the recorded third-party utility
The archived interface asks for a model and the original IMEI, then claims to create a devinfo.img. The interface does not prove which fields are generated, whether signatures are valid, or which builds accept the result.

Before evaluating such a binary:
- Record its source URL, file size, cryptographic hash, signer, and detection results.
- Do not disable endpoint protection or add exclusions.
- Use an isolated repair workstation if provenance remains incomplete.
- Preserve the original file and generated output for comparison.
- Confirm that the input identity came from the same physical phone.
- Capture every command and fastboot response.
- Treat a tool “Success” label as an application event, not a verified device result.
If provenance cannot be established, do not execute the binary.
Recovery outcome checklist
A recovery claim requires more than fastboot flash ... OKAY. Record that the original factory IMEI is readable, the baseband is present, two cold boots complete, the SIM/eSIM registers, calls and mobile data work, and the result survives another reboot. Persistence across an OTA or future Android release is unverified until that exact update path is tested and documented.
Do not toggle slots to escape a boot loop without first recording the current slot and understanding which slot contains a complete build. Do not relock with a generated or modified low-level partition.
Video record
If the phone lacks its original device-specific data or the modem hardware cannot initialize, refer it for model-specific service diagnostics. A generic image cannot be represented as a universal replacement for unique factory data.
